Abstract
It is argued that, in the context of the current hegemonic interregnum, the United States is strengthening military assistance to Latin America and the Caribbean in order to maintain its status of “preferred military partner” in the face of the influence of China and Russia, perceived as threats to its national security and hemispheric security. The analysis of official and think tank information reveals continuities in this policy since the Cold War and its adaptation to “new threats” —drug trafficking, terrorism, extra-regional threats— highlighting its role as a geopolitical tool to maintain regional dominance, with risks of military escalation against rival powers
