Resumen
El presente artículo indaga sobre la construcción de redes clientelares del ex-alcalde demócrata cristiano de la comuna de Valparaíso: Hernán Pinto, desde 1992 hasta el 1996. Dicho personaje se convirtió en la década de los noventa en el gran referente municipal del mundo concertacionista. La hipótesis general que plantea este trabajo, sostiene que la figura de Hernán Pinto se construyó mediante una enorme red de clientelismo entre el otrora líder y los diversos tipos de organizaciones sociales barriales, quienes lograron un cierto nivel de presión y empoderamiento, pero restringido en el marco neoliberal de políticas sociales focalizadas.

Abstract
The following article talks about the construction of clientelist net by the former Christian- democrat major of the commune of Valparaiso: Hernán Pinto, from 1992 until 1996. Such character became in the 90s a great city hall model within the “concertacionist” world. The general hypothesis of this work is that the image of Hernán Pinto was built throughout a huge net of clientelism between the former leader and the different types of social and neighborhood organizations, which reached a certain level of pressure and empowerment, but restricted in a neoliberal environment in the focused social politics.
